Sustainable Development: This design introduces a dual level office unit, which is the basic cell of the whole office system, using light steel structure, each unit resides in a predetermined large concrete structural space, and it can grow according to programmatic requirement. Thus the whole office system is flexible to adopt any future changes.

Open, Transparent and Modest Images: In contrast to the rigid images found in typical government buildings, an intimate connection between the building and the ground is highly stressed here so as to make the accessibility of the building an unconscious extension of the surrounding environment, The bridges over the shallow pools provide a poetic linkage between the building and the site, as well as an appropriate security measure. The transparency of the building facade is not only materialized by the wide spend application of glass, but also characterized by interlocked parts in a transparent spatial organization. This minimal and self-constrained building configuration presents both the modesty and solemnity fitting of a government building.
